NAMCONSON PIPELINE CO. (NCSP) is a joint venture established in 2000, now under a business cooperation contract between Petrovietnam Gas Joint Stock Corporation (PV GAS), ZN Asia Ltd and Perenco. The purpose of the Joint Venture is to design, build, own and operate the central gas system of the Nam Con Son gas project for transporting and treating gas from offshore owners supplying the commercial gas to the Phu My Gas - Electricity - Fertilizer Center in Ba Ria - Vung Tau province.
We seek to fill in the position of PROCUREMENT OFFICER for Vietnamese, working in Ba Ria, Vung Tau City. Individuals with the qualified credentials and high degree of motivation are welcomed to apply. The ideal candidate should be able to demonstrate the following attributes:
JOB PURPOSE:
• Provide supplies sourcing and contract/purchase orders/service orders development and administration support for the Company.
KEY ROLES AND RESPONSIBILITIES
• Contract development and administration that meets Company and end-user’s requirements including market surveys, negotiations, pre-qualification, preparation and issue of tenders, tender evaluation, preparation and issuance of contract, purchase order, service order, blanket order etc. documents.
• Ensure all contractual and purchasing activities obtain best optimum value for the company: on time, on spec, optimum cost.
• Support end-users in contract implementation phase: resolve disputes; monitor delivery; coordinate supplier performance evaluation.
• Support FC&A in processing payment.
• Fulfill all other tasks as assigned by Team Leader

• Knowledge of supply markets in oil & gas industry
• Relevant experience within purchasing/contracts function

• Ability to work with details and identify key issues in complex situations
• Being multi-functional, and able to cope with diverse job demands
• Ability to resolve conflict of interest among functions
• Ability to work in a strict boundary of legal legislations with high risk of legal violation

• Process about 70 contracts or orders per year.
