t will collaborate and coordinate with other USG agencies involved in TB implementation activities, the donor community, the national government and implementing partners on TB care. The Specialist will coordinate meetings, assist in monitoring programs on field visits, assist in evaluation of programs, provide technical insight, recommend solutions, and report on USAID financed TB project management activities. Most of the Specialist ’s time will be spent in Hanoi but travel to the field will be required.
B. MAJOR DUTIES AND RESPONSIBILITIES
PROGRAM MANAGEMENT AND TECHNICAL ASSISTANCE: (65%)
● Serves as a USAID technical representative on TB and MDR-TB detection, treatment, and prevention activities, works closely with the Government of Vietnam (GVN), implementing partners (IPs), donors and other key stakeholders including Global Fund and World Bank Group.
● Provides technical assistance to ensure USAID program investments are consistent with Vietnamese and international norms and standards and are synergistic with other investments made by the USG and partnering agencies.
● Meets regularly with USAID partners and key stakeholders to discuss issues related to TB project management vision, strategy, design, and development/implementation.
● Assists in program evaluations and/or prepares scopes of work for independent evaluations.
● Assists in the development of sustainability strategies designed to facilitate greater impact of TB activities.
● Recommends actions to TB IPs regarding program activities and follows up on these recommendations to ensure that they are carried out accurately.
● Serves as project manager for TB implementation related activities and assumes all project management related duties.
● Provides strategic technical advice for, and prepares portions of, key USAID planning and budget documents, such as the Operational Plan, semi-annual and annual progress reports, and Congressional Notifications.
● Conducts routine project monitoring and evaluation visits, including data review and site visits with implementing partners to ensure partner performance.
● Monitors current public health literature, reports, international guidelines and standards and best practices in TB technical areas and provides recommendations in developing innovative approaches on TB implementation activities across the TB continuum of care, including TB diagnostic network and community-based TB active case finding and care and treatment interventions.
PROGRAM ADMINISTRATION: (25%)
● Oversees and monitors technical and financial components of USAID TB project management activities. This includes reviewing work plans and budget requests for appropriateness, monitoring use of funds for adherence to proposed activities, reviewing quarterly pipeline and/ or budget status reports.
● Develops evaluation strategies in order to collect data and prepares reports as required on a timely basis.
● Manages the data collection process, ensuring personal data integrity and security of information in the reporting databases is carefully guarded.
● Prepares and arranges VIP visits and serves as spokesperson as required on matters within his/her technical expertise.
INTERAGENCY COORDINATION: (10%)
● Represents USAID/Vietnam at technical, policy and strategic planning meetings, including meetings with collaborators, host government and donor agencies related to TB.
● Briefs senior agency officials on the results of TB related meetings and prepares written reports for submission to other interested parties.
● Liaises with GVN and other donors, organizes, coordinates events in support of TB activities, participates in meetings, responds to requests for information and assistance from Ministry of Health (MOH), Ministry of Labor, Invalids and Social Affairs (MOLISA), Ministry of Education & Training (MOET), WHO and others.
SUPERVISION RECEIVED
:
The job holder reports to the Supervisory Project Management Specialist (Tuberculosis) or their designee. The job holder will provide full assistance in consultative, advisory, monitoring, management, data collection and analysis, and evaluation aspects within the substance abuse and care and treatment program areas.
11.2. At the FSN-10 performance level, the CCNPSC will perform the following general duties:
A. BASIC FUNCTION OF THE POSITION
The Project Management Specialist – Tuberculosis (TB) (the “Specialist”) contributes to efforts to increase TB detection, improve treatment, and expand access to TB preventive treatment services in Vietnam. The Specialist facilitates communication and ensures collaborative working relationships with decision makers, as well as technical staff, in the Ministry of Health, USAID/Washington counterparts, with other government entities, and with other donors, development partners and non-government organizations working in the health sector. The Specialist delivers analytical and technical assistance services to other bilateral/multilateral agencies, host country government and civil society in developing and implementing policies and programs based on best practices and innovations in tuberculosis. Representing the U.S. Government (USG), the Specialist participates in national technical working groups, builds alliances with external development partners, and communicates and liaises with USAID offices and with other USG agencies.
The Specialist will be a key resource on TB programming including TB diagnosis, treatment, and prevention, with broad experience. S/he/they provides strategic and technical guidance in the design and implementation of TB control activities in the country. The Specialist understands global health issues, as well as the entire USAID/USG health portfolio, and serves as an Agreement Officer’s Representative/Contracting Officer’s Representative (AOR/COR) or Activity Manager for selected programs/projects/activities. As an AOR/COR, the Specialist monitors program performance and progress, identifies implementation achievements as well as problems in performance, and initiates appropriate actions in consultation with his/her/their supervisor, other Mission staff, and/or the Deputy and Office Director, as appropriate. The Specialist is a key member of the Health Office, USAID/Vietnam. The Specialist reports to the Supervisory Project Management Specialist (TB) and has no formal supervisory responsibility.
B. MAJOR DUTIES AND RESPONSIBILITIES
Technical Guidance and Program Planning
● Provide technical guidance on TB programming to the Mission, the National government, and other development partners.
● Provide technical guidance in quality and performance improvement, working with key stakeholders to improve the quality of TB services, by applying evidence-based guidelines, approaches, and tools.
● Through literature review, research and regular communication with local and international stakeholders, stay abreast of emerging developments in the national and global TB landscape, and advise accordingly on how policies, strategies, and technical guidelines can most effectively be incorporated to enable the Mission to maintain fidelity and relevance in its TB programs.
● Provide technical guidance to technical counterparts in the Ministry of Health, and to other national stakeholders to advance USAID and USG strategic objectives related to TB activities.
● Work closely with other staff in the Health Office and across the Mission to optimize opportunities for cross-sectoral integration and leverage resources across different program components.
● Effectively communicate and demonstrate technical expertise in interagency technical working groups to ensure USAID strategic priorities are represented, including participation in routine interagency technical discussions.
Project Management
● Serve as AOR/COR or Activity Manager for Mission TB activities, including: reviewing and approving implementing partners’ (IPs) annual work plans, facilitating IP relationships and coordinating with local stakeholders (e.g. other IPs, cooperating country-government counterparts, non-government organizations, other donors, etc.); maintaining a schedule for and conducting regular site visits to review program implementation and meeting with beneficiaries, and based on the information collected during such visits, adjusting or recommending adjustments to programs/projects/activities as appropriate; carries out technical and financial reviews, monitors progress, identifies potential issues, recommending actions for improvements and with performance expectations; ensuring IPs are in compliance with all relevant USAID regulations and procedures, communicating regularly with IPs regarding USAID rules and regulations as well as their obligations to USAID and, taking a lead role in the preparation of the strategic and operational planning processes such as the USAID Country Development Cooperation Strategy (CDCS) and USAID Operational Plan (OP) and the TB Roadmap. Keep the Team Lead regularly informed of program implementation progress, results, and issues/problems on a timely basis.
● Participate in the design of project mechanisms and activities for improved service delivery for TB, including drafting and obtaining approval for concept papers, scopes of work, evaluation of proposals/applications, and activity start- up.
● Provide on-going technical assistance to USAID local partners to ensure that activities are evidence-based and that services are transparent, equitable, of high quality and responsive to client needs; that partners practice sound management and robust accounting; and that local partners are prepared to assume and sustain leadership.
● Participate in and ensure the effectiveness of field visits to ensure successful activity implementation and ensure that sub-partners (sub-awards and sub-contracts) are given appropriate monitoring and oversight.
Project Monitoring and Evaluation
● In collaboration with Monitoring, Evaluation and Learning staff participate in the development of innovative monitoring and evaluation approaches and tools to support measuring the impact and outcomes of TB activities.
● Contribute to data quality assessments to ensure the quality and reliability of program data.
● Participate in site visits to USAID supported programs to assess the quality of services, provide guidance to implementing partners on newly emerging approaches to TB.
● Monitor project activities and make recommendations to resolve implementation obstacles to ensure judicious use of USG funds and effective implementation of TB activities.
● Contribute to and participate in TB related program evaluations to document and scale up proven best practices.
Representation and Reporting
● Contribute to key annual and mid-term planning and reporting documents including the Congressional Budget Justifications, Technical Notifications, Quarterly, Semi-Annual and Annual Progress Reports, among others.
● Prepare reports and responses to a wide range of requirements including responding to requests for information from the Mission Director, the Embassy, USAID/Washington and Congress.
● Ensure that USAID successes, best practices and approaches are shared widely with partner country officials, private sector, civil society and other donors.
● Represent USAID as needed at designated national, regional and international meetings that relate to TB.
● Prepare briefing papers, presentations and assist with site preparations for visits by delegations of high-level USG officials.
SUPERVISION RECEIVED:
The Specialist will report to the Supervisory Project Management Specialist (Tuberculosis) or their designee. Most assignments are self-generated and occur in the normal course of work and the Specialist exercises independence in most phases of their job responsibilities but determines those situations that must be coordinated with the supervisor or other team members. Completed work is accepted as technically correct and the overall work is reviewed in terms of results achieved.
The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.
