Purpose of Job / Job Summary
The Senior Technical Executive - Chief Engineering is responsible for overseeing and coordinating the engineering team and construction supervisors within the township. This role ensures the smooth operation of all engineering and construction activities, including the management of repairs, renovations, and maintenance services for residential units, as well as general technical and construction-related tasks for the entire township.
Key Responsibilities / Duties
1. Team Management:
• Supervise and coordinate the engineering team, including technical staff and construction supervisors, to ensure all tasks are completed effectively and on schedule.
• Provide leadership, guidance, and support to team members, fostering a collaborative work environment and ensuring high performance.
• Allocate tasks and responsibilities to the appropriate team members based on skills and workload.
• Conduct regular performance reviews and provide training and development opportunities to enhance team skills and capabilities.
2. Coordination of Repair and Renovation Works:
• Oversee and manage repair and renovation works for residential units, ensuring that all work meets the required quality standards and timelines.
• Liaise with residents to understand their requirements for repairs, renovations, or improvements, and ensure that their requests are addressed in a timely manner.
• Work closely with the team to ensure that all technical and construction-related tasks are carried out safely, efficiently, and in compliance with building codes and regulations.
• Ensure that all renovation and repair works are documented, including work orders, schedules, and completion reports.
3. Engineering and Construction Operations Management:
• Manage and oversee all technical and construction activities related to the township, including but not limited to infrastructure maintenance, building systems (HVAC, electrical, plumbing), and construction projects.
• Coordinate with external contractors, suppliers, and vendors for specialized technical or construction services, ensuring that all services meet quality standards and are completed on time.
• Review and approve technical drawings, plans, and designs for construction and renovation works.
• Ensure compliance with all safety regulations and building codes in the execution of all engineering and construction activities.
4. Project Coordination and Scheduling:
• Develop and manage project schedules for construction and repair works, ensuring that deadlines are met and resources are allocated efficiently.
• Ensure that all engineering and construction projects are executed in accordance with the approved budget and scope of work.
• Monitor project progress and make adjustments to schedules or resources as necessary to keep projects on track.
• Provide regular updates to senior management regarding project status, challenges, and achievements.
5. Maintenance and Infrastructure Management:
• Oversee the maintenance and repair of all township infrastructure, including roads, buildings, and utility systems (e.g., water, electricity, waste management).
• Ensure that all maintenance activities are conducted regularly, with proactive identification and resolution of potential issues before they escalate.
• Collaborate with the maintenance team to prioritize repair and maintenance works based on urgency and impact on residents.
6. Quality Assurance and Compliance:
• Ensure that all engineering and construction works meet the company’s quality standards, as well as all relevant local regulations and building codes.
• Conduct regular inspections and audits of ongoing construction and maintenance projects to verify compliance with quality standards and safety regulations.
• Address any issues or non-compliance identified during inspections and implement corrective actions as needed.
7. Budget and Resource Management:
• Assist in the preparation and management of the annual budget for engineering and construction activities within the township.
• Ensure that all projects and tasks are completed within the allocated budget, identifying cost-saving opportunities without compromising quality.
• Monitor expenses related to engineering and construction works, ensuring efficient use of resources and minimizing waste.
8. Collaboration with Other Departments:
• Work closely with other teams (e.g., Customer Care, Operations, and Administration) to ensure seamless coordination and communication regarding technical and construction issues.
• Provide technical support and advice to other departments as needed, particularly in relation to property maintenance, construction, and engineering matters.
9. Reporting and Documentation:
• Maintain detailed records of all engineering, maintenance, and construction projects, including work orders, schedules, project reports, and budgets.
• Prepare and submit regular reports on engineering and construction activities to senior management, highlighting project status, challenges, and solutions.
• Ensure that all documentation is well-organized, up-to-date, and accessible to relevant stakeholders.
10. Additional Duties:
• Perform any other duties related to engineering, technical, or construction matters as assigned by senior management.
• Ensure that all activities are carried out in a professional, safe, and efficient manner to support the overall objectives of the township.
