VinFast, a leading Vietnamese electric vehicle manufacturer, is seeking a seasoned Chief Information Officer (CIO) to lead our Information Technology (IT) function at our new India plant. As the CIO, you will play a pivotal role in overseeing all IT operations infrastructure, developing, implementing, and evaluating IT projects in line with organizational objectives.
1. General Administration works
Planning:
• Study & propose detailed action plan ensuring optimization & feasibility.
• Implement & control approved action plans.
• Frequently monitor working plans across departments to provide additional support, empowerment, issue resolution in a timely manner, ensure all tasks are done with best quality.
• Review performance gradually to improve future projects, works.
People management
• Propose an optimized organizational structure, manpower allocation and personnel policy applicable for IT Division. Organize a stable and effective human resource.
• Leadership of the direct employees: recruitment, assignment inside IT Division.
• Train and support personal development roadmaps for subordinates. Develop future leaders.
• Review and rating subordinates.
• Build a civilized and cultural working environment according to the Group's criteria
Financial planning and accountability
• Financial planning for an optimal IT budget use and active cost control; optimization of the IT actual output ratio in cooperation with service providers.
• Controlling for the active and targeted control of IT (cost transparency).
Regulation & Process
• Ensure all members in IT department understand & strictly follow internal regulations & processes.
Legal
• Have basic legal understanding, responsible for approval of delegated matters based on Company and market regulation. Able to be aware of legal risks.
Risk Management
• Able to be aware of & manage risks in IT department.
• Closely monitor, control all cyber security, safety, compliance, fire control and assets management activities across IT department.
2. IT Tasks
IT Roadmap
• Propose IT services activities in market.
• Co-operate with Global IT to build IT Architect, IT plan, IT roadmap, including implementation & development, operation for localized systems/functions.
• Responsible for IT plan (short term, long term) in market.
• Co-operate with IT Global to ensure global template compliance.
IT Implementation & Development
• Consult, evaluate, review, select IT solutions to match market's business requirements.
• Co-operate with Global IT for procurement and vendor selection in a fair, transparent manner.
• In charge of IT development for non-core functions in global template, following software development processes & regulations, within approved budget, time plan & resources.
• Regularly update technology trends, predict new system requirements. Propose & implement systems/function enhancements to meet business & technology expansion demand.
• Submit on market deviation to Global IT for approval before implementation & updating Global template.
IT Operation
• In charge of IT operation & support within committed standard SLA. Regularly review performance & services operation with improvement activities.
• Build & operate application monitoring system for all IT applications in market (SAP, Salesforces, Manufacturing, Sales support systems, After sales support system, Devops, Data Privacy & Governance, cyber security, integration...). Responsible for sizing, upgrade activities to make sure IT systems/application running smoothly and adaptive to business requirements & strategy.
• In charge of IT problem management, incident management, incident reports, root cause analysis & apply preventive actions.
• Monitor & analyse operation data, thus propose operation continuous improvement activities.
Risk Management
• Organize, monitor & control IT system risks in market.
• Report to leadership when there's any risk, long-last, widely impact to business or out-of-control incident.
Others
• Execute other tasks per leadership request.
