Cost And Commercial Manager

JOB OVERVIEW:
The Manager will drive significant value for Aspire by collaborating closely with the Development Department. Their responsibilities encompass five key areas: cost management, supply chain optimization, internal cost intelligence, risk management integration and sustainability Initiatives.
• Cost Management:
Responsible for ensuring that all project cost-related information is meticulously reported across the project lifecycle from design stage to project close out stage:
o Residential “Hub” projects
: The Manager will manage and work closely with third-party Quantity Surveyor (QS) firms
o Townhouse “Spoke” projects
: The Manager will handle in-house QS services
• Supply Chain Optimization:
Actively seek out supply chain opportunities. Efforts will involve streamlining processes, enhancing efficiency, and ensuring the smooth flow of resources within the supply chain. By identifying and capitalizing on these opportunities, they will contribute significantly to Aspire’s success.
• Internal Cost Intelligence:
Consolidate project cost data, providing a comprehensive view of expenditure and they will offer benchmarking data for internal cost estimation for pipeline projects at pre-acquisition stage.
• Risk Management Integration:
Proactively assess and integrate risk management into project processes.
• Sustainability Initiatives:
Identify opportunities for reducing costs by implementing environmentally friendly construction practices and utilizing sustainable materials.
DUTIES AND RESPONSIBILITIES:
Cost Management:
• Hub projects:
Working closely third-party Quantity Surveyor (QS) firms, the Manager will oversee cost management for Hub projects, spanning from the design phase to project completion. Responsibilities include review and validation of project cost details, encompassing cost plans, pre-tender estimates, tender packs, tender evaluations, project cashflows, variations, and final accounts. Ensure the timely completion of all deliverables.
• Spoke projects:
Handle in-house QS services for Spoke projects spanning from the pre-acquisition phase to project completion. Responsibilities include preparation of cost plans, pre-tender estimates, tender packs, tender evaluations, project cashflows, variations, and final accounts. Ensure the timely completion of all deliverables.
Supply Chain Optimisation:
• Standardize the tender process through the creation of standard tender packs and checklists including specific Employer’s Requirements
• Enhance contract management processes to ensure compliance with contractual obligations and optimize cost control measures.
• Develop a comprehensive contract repository and tracking system to monitor contract performance, key dates, and financial implications.
• Negotiate contracts and regularly assess vendor performance
• Maintain strong relationships with the supply chain and network regularly to develop new potential working relationships
• Work closely with the Development Department to identify value engineering opportunities in specifications and standards
• Capture all related value engineering activities in a Value Creation log on a regular basis
Internal Cost Intelligence:
• Develop a suite of standard cost documents to for consistency in regular reporting
• Develop simple, effective standardized cost plans / cost models for commonly occurring Spoke projects
• Develop a schedule of rates database for Spoke projects leveraging term contractor rates and panel supplier rates
• Deliver an annual report with cost insights of Aspire’s projects
Risk Management Integration:
• Collaborate with project teams to identify, assess, and mitigate potential risks that may impact project costs and timelines.
• Develop risk management strategies and integrate them into cost planning and reporting processes.
• Regularly review risk registers and ensure appropriate actions are taken to address identified risks
Sustainability Initiatives Implementation:
• Research and implement sustainable practices that align with Aspire’s goals for environmentally responsible investing
• Identify opportunities for cost savings through energy efficiency measures, waste reduction, and sustainable materials sourcing
