1. BASIC PURPOSE OF THE POSITION:
• Managing Safety, Health, Security and Risk management policy to reach compliancy and aiming at continuous improvement, reducing the environmental impact, striving for zero accidents and occupational diseases and ensuring business continuity.
• Corporate with relevant departments to compose and update the environmental documents and control the implementation of procedures.
• To provide leadership and proactive SHE services that support PVM’s business objectives.
2. PRINCIPAL ACCOUNTABILITIES:
Strategy, Policies, Standards & Procedures
• Responsible for translating and executing PVM SHE strategies in the facility to ensure compliance with Local Regulations and PVM SHE standards.
• To develop and ensure that SHE procedures, SHE plans and standards are documented and maintained as regulated.
• Active participation in or lead identified SHE Projects and programs as required.
• Periodically analyses and interpret safety events, KPI performance, and trends to advise relevant stakeholders on how to mitigate the risk including their root causes and other relevant factors.
Risk Assessment
• Advises risk assessment process based on local laws and regulations and global requirement.
• Acts as an independent center of expertise within the operating company for the following fields of expertise: SHE risk management.
• Drives the risk agenda throughout the organization involving line management, coaching members to be professional leaders of risk assessment team.
• Managing Risk Inventory and Evaluation (RIE) with the associated plan of approach and monitoring its progress.
• Monitors and reports the improvement progress to internal and external stakeholders on the share point "BLUE portal" and "Chemrade system" regarding SHE risk management.
• Performs and manages internal safety audits and inspections, making use of facts, evidence and issuing recommendations to sustain safety excellence.
• Responsible for the implementation of OPEX and CAPEX projects to improve working conditions & environment following PVM 8 Life Saving Rules.
Safety Compliance
• Ensures that all regulatory permits (safety, health, environment and firefighting) are maintained current and that the facility remains in compliance at all times.
• Conducts routine inspections of facilities for compliance with company and government regulations.
• Ensures new regulatory, local and safety rules, standards and procedures are up to date.
• Prepares reports for submission to supervisors and management, which identify the potential hazard(s) and or department discrepancies found, and provides recommendations for control and compliance.
• Systematically revises safety compliance to assure all changes are reflected, uses, and shares available good practices for continuous improvements.
• Translates Local laws and standards into SHE procedures and instructions and coordinates to achieve compliance with Legal requirements.
• Drives the achievement and maintenance of SHE accreditation specifically ISO 45001 and ISO 14001.
• Takes a role as Internal Auditor for integrated systems (ISO 14001, ISO 45001 and Global SHE management).
Safety Culture and Behavioral Safety
• Drives excellent process of behavioral-based safety (BBS) involving line management and all employees and the risk agenda throughout the organization involving line management and ensures the organization is driving to build a safety culture.
• Establishes and deploy the safety programs to improve SHE awareness, safe behavior of employees.
• Organizes safety games: build safety knowledge and safety culture.
• Communicates safety principles and safety behaviors on a regular basis.
Safety Training
• Customizing the content of safety internal training from Group (8 LSRs and others) and facilitating internal safety training for employees (PVM and Third parties), establishing SHE training program for the contractors to abide by the contractor management system.
• Build up and maintain SHE training needs and training matrix.
• Act as a professional safety trainer by defining and delivering necessary training for local team.
TPM and Continuous Improvement
• Contributes to TPM by being a pillar leader of Safety pillar.
• Deploys SHE Saving projects/Kaizen.
Safety Reporting & Investigation
• Executes SHE compliance registrations, reporting to the government on time in full.
• Consolidates SHE reports (weekly, monthly...) and submit them to Management team.
• Coordinates to investigate, document and report, both internally and externally, of (almost) accidents and proactively submits recommendations in this area, including follow-up; supervising external accident analysis.
• Periodically analyze SHE KPI performance, SHE reports and trends to advise relevant stakeholders on how to mitigate the risk including their root causes and other relevant factors.
• Communicates clearly about safety events, and lessons learned to support people’s awareness about existing hazards and their potential impact on employees, health, and life.
Equipment Management
• Accountable for safety verification/calibration of all equipment/ devices as regulated by Law.
• Ensures completing all compliance training accordingly.
Safe Operations
• Work as an advisor/consultant on SHE policies and standards to ensure regulatory applicability.
• Initiates and executes improvement measures that lead to improvements in working conditions, safety, effectiveness and the environment within the goals of PVM.
• Advises employees, supervisors, and management team on safe work practices and potential hazards.
• Work as solution provider to SHE problems.
• Coordinates and ensures proper inspection and maintenance of fire protection equipment and emergency response activities.
Health management
• Responsible for the management of the factory’s medical team through building programs, procedures, emergency drill plans and sharing health communication information.
Security management
• Developing and implementing security policies and procedures.
• Conducting site security risk assessments.
• Monitoring security performance: tracking security incidents and analyzing trends to identify patterns and potential areas of weakness.
• Managing security personnel: training and supervising security staff.
• Managing the security and fire prevention systems such: access control, CCTV, PA, fire pump & alarm system.
